Ocean Science & Technology Cells(OSTCs)

The OSTCs have been set up in the 9 Universities through a Memorandum of Understanding between the Department of Ocean Development and the respective Universities. There is a Management Board in each OSTC headed by the Vice-Chancellor of the University or Director the IIT as the case may be, as the Chairman, comprising a Vice-Chairman (DOD representative), one expert member (University nominee), three experts (DOD nominees) and a Member Secretary (Research Coordinator of the OSTC).

Management Boards of the OSTCs meet periodically to guide the OSTC in identifying the thrust areas in research, to plan various research activities, invite and recommend research project proposals, coordinate and monitor their implementation and progress and conduct of training course, Workshops, etc.

DOD constituted two member Review Committees for reviewing the functioning of all OSTCs (except that in the IIT, Kharagpur), during the 9th Five Year Plan with the main aim of assessing their performance, identifying bottlenecks if any in implementing the programme by each of these OSTCs, suggesting ways and means for sorting out these issues and putting them on the right track for achieving the objectives prescribed to these OSTCs. The Review Committees have submitted the reports to the DOD with useful suggestions, that have helped the DOD to streamline the functioning of these OSTCs. The activities of these OSTCs have been compiled and presented in this Newsletter for dissemination of recent research outputs and publications to the user community.
